LIDW 2025: 3VB & Stevens & Bolton – The Frontline against Fraud: common law, government policy and regulation

3VB and Stevens & Bolton are pleased to present a joint seminar on Thursday 5th June as part of London International Disputes Week.

This seminar brings together world-leading experts, including a senior member of the Home Office Fraud Policy Unit and the former head of the Payment Systems Regulator, to discuss the latest developments in fraud prevention and a look ahead at how the common law, government policy and regulation can collectively tackle it. The panel discussion will include analysis of recent case law concerning liability in cases of APP fraud, the new Failure to Prevent Fraud Offence, the government’s fraud strategy, the future direction of regulation and the impact of the APP reimbursement scheme. Join us to discover how the UK is leading the way globally in the fight against fraud.

Our eminent panel of speakers are:

  1. James Evison – Partner at Stevens & Bolton LLP, specialising in commercial dispute resolution with a particular focus on fraud, including fraud investigations, asset recovery, and enforcement actions. James handles a wide range of commercial disputes, including High Court litigation and arbitration. His practice encompasses contractual disputes, post-M&A claims, franchising disputes and digital asset/crypto disputes. Before his legal career, James worked as a policy adviser at the Home Office.
  2. Catherine Gibaud KC – Barrister at 3 Verulam Buildings, specialising in commercial litigation with a strong emphasis on civil fraud, banking and finance, and financial services disputes. With over 25 years of experience at the commercial Bar, she has represented a diverse clientele, including banks, corporates, regulators, and individual professionals, in complex and high-value cases. Her fraud practice encompasses a broad spectrum of matters, such as fraudulent trading, mis-selling of complex financial products, and disputes involving misleading statements to investors. Notably, she acted for Noor Bank in defending fraudulent trading claims brought by the administrators of NMC Healthcare, involving allegations of a multibillion-dollar fraud on the largest private healthcare provider in the Middle East.
  3. Chris Hemsley – Director at Fingleton, specialising in helping businesses shape proposals for reform and navigate critical regulatory challenges. Chris’ expertise in regulatory decision-making is founded on over 20 years’ experience working for UK regulators and the government. He most recently headed up the Payment Systems Regulator (PSR) and was the Executive Director on the Board, where he delivered significant reforms to promote competition in payments, support Open Banking and improve fraud prevention.
  4. Penny Dunbabin – Senior Policy Lead at the Home Office. Penny has spent most of her career in the energy sector, firstly as an engineer and then in providing scientific advice for policy development in renewables and nuclear decommissioning. This included policy work for primary and secondary legislation. She joined the Home Office in 2023 and was responsible for writing the guidance for the offence of failure to prevent fraud. This included an informal consultation with over 50 Government departments, regulators and arm’s length bodies and over 100 industry representatives, including 38 trade bodies and a number of professional bodies who circulated to their members. Penny is now working on developing policy to protect businesses against fraud.
